Not all new construction is the same. Every real evaluation lives inside one of two buckets โ the money math, and the day-to-day livability.
Money Questions
HOA vs. CDD fees
Most new communities have an HOA. Some also carry a CDD, a special taxing district that pays for infrastructure like roads and utilities. CDD fees show up on your property tax bill and can run well into the thousands per year.
Lot premiums
The advertised "starting from" price is for the builder's least expensive lot and floor plan. Corner lots, water views, and larger homesites usually cost more.
What's actually included
Some communities have playgrounds, sports fields, and large common areas to maintain. Others are smaller, with less shared space and lower upkeep. Think about what you'll actually use before you pay an HOA fee for it.
Livability Questions
Builder reputation
Look up online reviews. Visit other communities the builder has finished. Ask how they handled problems after closing, not just before.
What the HOA actually restricts
Get the rules before you buy, not after. Parking, exterior changes, rentals -- all of it. While a community is still being built, the developer usually controls the HOA board. Residents don't get full control until the community sells out.
Location and commute
New communities are often built on the edges of established areas. Drive the actual commute at rush hour before you buy, not just the distance on a map.
How much is still being built
Ask how many homes are left in the community. If it's years from completion, expect ongoing construction traffic and noise for a while.
Safety
Check crime data on US.gov. Also check the local sheriff or police department's site. Then visit in person, during the day and at night. Online research only tells you so much.

Tampa led the entire state in new home construction permits in June 2026. Builders pulled 2,300 permits worth $757.75 million, more than any other region in Florida. Statewide, permits jumped 17% month-over-month to 7,477, a clear sign of renewed momentum.
Locally, Pasco and Polk counties were the biggest drivers. Pasco alone accounted for 665 permits worth nearly $273 million.
The average new home in the Tampa region carried a construction value of $329,458 in June, below the statewide average of $357,900 - a reflection of the region's continued focus on mid-market single-family homes rather than luxury builds.
Pools are part of the picture too. Tampa builders pulled 501 new swimming pool permits in June, worth just over $40 million, with Hillsborough County leading the region at 148 permits. Statewide pool permits jumped 20% month-over-month, following a 10% increase the month before.
One month of data doesn't tell the whole story, but June's numbers point the same direction: Tampa's new construction market is active right now, not slowing down.
